An ambitious, future-proof approach to sustainable public buildings
With a large-scale energy performance contract, the City of La Louvière, Equans and RenoWatt are taking a decisive step towards energy efficiency and structural CO₂ reduction. Across 21 public buildings, the project combines in-depth renovations, smart energy technologies and guaranteed performance. The outcome: lower energy costs, measurable climate impact and long-term peace of mind for the local authority.
Taking control of energy consumption, costs and risks
La Louvière manages a broad and diverse portfolio of ageing public buildings, characterised by high energy consumption and rising operating costs. At the same time, the city needed to make this infrastructure more sustainable, without taking on all financial and operational risks alone. Long-term certainty, transparency and guaranteed results therefore became the foundation of the chosen approach.
An integrated end-to-end solution through an energy performance contract
Equans designed a tailored energy performance contract that combines technological innovation with financial certainty. Within the contract, we upgrade HVAC systems, deliver relighting projects, integrate solar PV and implement an advanced energy management and monitoring platform. With multidisciplinary expertise, Equans manages the full journey from design and delivery to maintenance and performance guarantee over a 15-year term.
Measurable, guaranteed energy savings
The energy performance contract will reduce primary energy consumption by 4.2 GWh - an improvement of 47% - and cut CO₂ emissions by 752 tonnes per year. These results are contractually guaranteed and verified in line with the internationally recognised IPMVP protocol. The city benefits from full transparency and control, while Equans remains accountable for achieving the targets.
Renowatt: accelerating the renovation of public buildings
This project is part of Renowatt, the large-scale Walloon renovation programme that supports public authorities in the energy transition of their building portfolio. Thanks to Renowatt, La Louvière benefited from a robust project structure, higher ambition levels and an approach that meets the most demanding requirements in terms of energy efficiency and climate targets. As an experienced partner within Renowatt, Equans plays a key role in delivering high-performing, sustainable and financially secure renovations for local authorities.
Frequently asked questions about energy performance contracts
Do you have any questions about our energy performance contracts and related services? We’d be happy to explain everything clearly and simply.
Do you still have questions?
An energy performance contract guarantees predefined energy savings without financial risk for the contracting authority. Investments are repaid through lower energy bills. This makes sustainable renovation feasible and predictable.
Equans commits contractually to achieving the agreed performance levels. Through continuous monitoring and maintenance, we proactively optimise the installations. If targets are not met, we compensate the difference as defined in the contract.
The project reduces annual CO₂ emissions by 752 tonnes. This delivers a measurable contribution to local and regional climate objectives. The impact is objectively measured and reported.
Yes. The City of La Louvière remains the owner of all installations. The energy performance contract provides support—not a transfer of ownership—so the city combines autonomy with peace of mind.
Equans implements an advanced supervision system with real-time monitoring. Deviations are detected and corrected immediately. This helps secure lasting performance over the full 15-year term.
Equans brings together energy expertise, technical installations, automation and contract management. Our teams manage complete EPC programmes—from analysis to operations. This integrated approach is key to delivering results.
Absolutely. Energy performance contracts are suitable for cities, industry and large tertiary sites. Equans tailors each contract to the client’s energy profile and strategic objectives.
